SECY-93-040 - EXEMPTION [RO$ 10 CFR PART 170 LICENSE FEES FOR THE REVLEW OF BABCOCK &
WILCOX OWNERS GROUP (B&WOG) LICENSING RENEWAL TOPICAL REPORTS 1
The Commission (with the Chairman and Commissioners Curtiss, Remick and de Planque agreeing) has approved Alternative 1 which denies the B&WOG exemption request and will assess the B&WOG the full 10 CFR Part 170 licensing fees related to the review of their topical reports.
Commissioner Rogers would have preferred Alternative 2 which would have granted the B&WOG a partial exemption based on the " learning curve" benefit to the NRC staff.
The staff should continue to explore possible relief measures for
{
members of the B&WOG, for instance, whether, when a license application is submitted, they might be credited with some of the i
earlier generic costs.
If, after considering the generic implications of such measures, the staff believes that the measures should be taken, the staff should propose them for the Commission's consideration.
