I am responding to your letter of February 26,1993 (your file. number MTS-6046-00-2001.01), by which you submitted Revision 2 of the Claiborne Enrichment Center (CEC) Fundamental Nuclear Material Control (FNMC) Plan.. The Revision 2 submittal of your FNMC Plan was in response to Nuclear Regulatory Commission (NRC) comments and questions resulting from the review of the previously submitted Revision 1 of such Plan.
Our review has determined that your latest FNMC Plan submittal represents a substantial improvement over the Revision 1 document, and that overall, it satisfies the performance objectives and system capabilities required by 10 CFR 74.33. The FNMC Plan is, however, still in need of certain technical ~
clarifications, and you should revise it accordingly. This.will minimize potential delays later due to the need for special license conditions.
We have divided our review comments into two general groups as follows: -- Suggestions of minor significance. -- Comments that must be addressed by appropriate revisions to the Plan.

We have determined that Chapter 9.0 of your February 26, 1993, FNMC P1an submittal contains CONFIDENTIAL National Security Information, and that the remaining portions of said plan contain proprietary information of the type specified in 10 CFR-2.790(d).
