Dr. Selin's comments on SECY-93-075 This topic may be interesting and important, but it comes across as a fishing expedition.
Before publication and generation of public response, I'd like to know:
1.
How many licensees seem to be affected 2.
What is the safety, as opposed to economic, nexus?
How many reactor licensees could try to set up a corporate veil to avoid decommissioning costs?
They'd have to be single-plant licenses without other operating assets, and pretty brazen at that -- even if they had a structure that would shield the parent t
l from the operating subsidiary.
