SUBJECT:

SHORT DURATION INTEGRATED LEAK RATE TESTS By letter dated June 8, 1992, Houston Lighting & Power Company (HL&P) requested permission to conduct short duration Integrated Leak Rate Tests (ILRTs) to satisfy the requirements of 10 CFR Part 50, Appendix J, " Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors," and Technical Specification 3/4.6.1.2, " Containment Leakage." HL&P proposes to change the current minimum leakage rate test period of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to a shorter test period, and conduct the test in accordance with Bechtel Corporation's Topical Report BN-TOP-1, Revision 1, " Testing Criteria for Integrated Leak Rate Testing of Primary Containment Structures for Nuclear Power Plants,"

dated November 1, 1972, which allows test durations as short as 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. The NRC has previously approved Bechtel Corporation's Topical Report BN-TOP-1, Revision 1, in a Safety Evaluation dated January 15, 1973.

The staff has determined that the proposed change meets the requirements of 10 CFR Part 50, Appendix J, and is in accordance with the American National Standard (ANSI) N45.4-1972, " Leakage-Rate Testing of Containment Structures for Nuclear Reactors." The length of the short duration ILRTs will be based on the methodology described in Bechtel Corporation's Topical Report BN-TOP-1, Revision 1.

The minimum test duration of ILRTs performed using the Mass Point method will remain at least 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, as required by Appendix J.

There are no required changes to the South Texas Project, Units 1 and 2 technical specifications or to the Updated Final Safety Analysis Report.

Therefore, the staff finds the proposed change to be acceptable.
