Dear Mr. Chernoff:
Your letter of March 30, 1993, transmitted copies of Project Interface Documents (PID) Numbered 06-S-023, 06-S-024 (Revision 1), and 06-S-025 and indicated that these were Class II changes revising Volume III of the Remedial Action Plan for stabilization of the inactive uranium mill tailings site at Rifle, Colorado. We concur that PID's 06-S-023 and 06-S-025 are Class II which do not require approval by the Nuclear Regulatory Commission staff.
However, we believe that PID 06-S-024 (Revision 1), which revises the cutoff liner, geotextile fabric, and sand bedding, should be Class I and requires NRC approval for the change. Based on this, NRC staff has reviewed this PID and concurs in the change as written.
You do not need to resubmit this PID.
l Although our concurrence is not needed for PID 06-S-23, an observation from our review should be brought to your attention.
If the drain material thickness in the vicinity of wells one and two is about 9" thick, as indicated l
in drawing RFL-DS-10-0731, then the specified screen openings of "one-half l
inch holes on six-inch centers" (RFL-DS-10-0732, Detail 3) may not provide adequate hydraulic communication for future monitoring or pumping.
