REQUEST FOR EXTENSION OF DUE DATE ON WITS 9100185, RE-EXAMINATION OF NUCLEAR PLANT INTERNAL SECURITY REQUIREMENTS SWe are requesting an additional extension of the due date for WITS 9100185 for three reasons. When we obtained the first extension, we anticipated that a due date of May 5,1993 would provide sufficient time for staff to factor into the re-examination related findings of the Three Mile Island (TMI) Incident Investigation Team (IIT). However, the IIT briefing to the Comission on April 6 identified actions taken by THI in response to the unauthorized forced entry into the protected area that could have had a negative impact on safe operation of the plant. Although the ope ations staff, rather than security staff, locked the fire doors in the control room and although we are not aware of other licensees using the extensive vital area lock-out procedures implemented by TMI, these actions warrant a full review by staff for generic implications before responding to WITS 9100185.
Planning is difficult at this time because we have not yet received the list of IIT issues to be resolved and because Commissioner Curtiss noted during the April 6 briefing a belief that the Commissioners should review staff plans for follow-on actions.
Second, our first paper on this issue, SECY-92-272, was not reviewed by ACRS and we had not anticipated ACRS interest in the paper we are currently developing. However, the ACRS is being briefed on the THI IIT in mid-May and there are indications that they may now be interested in reviewing our insider paper.
Third, Bob Burnett is re-evaluating the design basis threat.
In a meeting on April 21, he requested that we hold our paper until he completes his threat review because his results could affect our efforts. He indicated that he considered statements by the Chairman at a Senate briefing indicated that these activities would be coordinated. He anticipates completion of his review in early July 1993.

5 William T. Russell Because of these considerations, we request that the due_date for WITS 9100185 be extended to August 31, 1993. This should give us time to complete review of relevant IIT issues, prepare a draft for ACRS review in July, and factor in NMSS's threat assessment.
