l I approve the modifications to the proposed rule negotiated with CEQ and EPA which are described at pp. 2-4 of SECY-93-32.
I also approve staff conducting discussions with all the States regarding the 5
four policy issues which the staff intends to address in an options paper to the Commission. Staff states that such discussions "would provide greater assurance that the options presented to the Commission are based on a full l
understanding of state concerns." To achieve this objective, and to provide the States with a meaningful opportunity for further input on these icsues, I believe that the discussions should occur before the staff presents its i
options paper to the Commission.
