Dear Mr. Chairman:

I am enclosing the Nuclear Regulatory Commission's annual status report on licensing schedules for pending reactor operating license applications. The-NRC staff has prepared this report in response to the' direction given in' House-Report 97-850.

Because recent developments at Comanche Peak 2 and Bellefonte may. be of particular interest to the subcomittee, I would.like to sumarize

- briefly the current status of these two plants.

Major construction activities for Comanche Peak Steam Electric Station,

'i Unit 2, are complete. The Director of the Office of Nuclear Reactor Regulation issued the low-power license for Comanche Peak Unit 2 on-February 2,1993, allowing the licensee to load-fuel and to operate up to-5 percent power.

A full-power license was issued.for Comanche Peak Unit 2 on April 6, 1993. Texas Utilities' Electric is currently conducting power ascension testing and expects Unit 2 to be ready for comercial operation this-sumer.

On March 23,1993,. TVA notified NRC that 'it plans to comence completion activities-at the Bellefonte site. -In its letter to NRC TVA submitted information for review a's.is required by the Comission's policy on '

reactivation of deferred plants..NRC will review the submittal and will send l

TVA the results of its evaluation within-120 days from the date of the TVA '

letter (by July 21, 1993).

The NRC will continue to update the information contained'.in the enclosed

FOR 1993 Comanche Peak Steam Electric Station Texas Utilities Electric resumed construction of Unit 2 on January 2,1991, l

and has completed construction activities. The Director of the Office of Nuclear Reactor Regulation issued the low-power license for Comanche Peak Unit 2 on February 2, 1993. This allowed the licensee to load fuel and to operate up to 5 percent power. Unit 2 achieved initial criticality on March 24, 1993.

l A full-power license was issued for Comanche Peak Unit 2 on April 6,1993.

Texas Utilities Electric is currently conducting power ascension testing and expects Unit 2 to be ready for commercial operation this summer.

Watts Bar Nuclear Plani I

The staff issued the construction permits in 1972, and the Tennessee Valley l

Authority (TVA) applied for an operating license in 1976. The unit was essentially 100 percent complete in 1985 when problems (construction quality, records etc.) surfaced. TVA has taken the initiative to correct these problems. As of this date, construction and modification work by EBASCO, the TVA contractor, continues on Unit 1.

TVA has established an official fuel loading date of January 1994.

There is no construction work on Unit 2 at this time.

t Bellefonte Nuclear Plant On March 10, 1993, TVA proposed to its Board that the Bellefonte Nuclear Plant, Units 1 and 2, be reactivated and the TVA Board approved. On March 23, 1993, TVA notified NRC that it plans to commence completion. activities at the Bellefonte site.

In a letter to NRC, TVA submitted information for review as is required by the Commission's pb. icy on reactivation of deferred plants.

NRC will review the submittal and will send TVA the results of its evaluation within 120 days from the date of the TVA letter (by July 21,1993).

Construction of Bellefonte is net expected to resume until mid-1995. TVA projects loading fuel for Unit 1 in 1998 and Unit 2 in 2002.

NRC will prepare a licensing schedule in late 1995 or early 1996, when TVA completes the revision of the Final Safety Analysis Report supporting the operating license application.

Perry Nuclear Power Plant. Unit 2 On October 28, 1991, the applicants for the Perry Nuclear Power Plant, Unit 2, submitted an application to renew the construction permit for Unit 2 that was due to expire on November 30, 1991. The applicants have requested a ten-year extension to their construction permit. The staff is considering this application. According to NRC regulations, the existing permit remains in effect while the staff is reviewing the request.

NOTES Licensing schedules and decision dates do not reflect additional delays that could result from emergency preparedness reviews..Each of the Commission's decision dates -for plants with construction completed applies to the decision on a full-power license. However, initial licensing may proceed (restricted to 5 percent of rated full power) on the basis of a favorable decision by the Atomic Safety Licensing Board (ASLB) (if applicable) and a preliminary design verification by the applicant and the staff. The dates for completing constructicn and for the Commission's decisions are based on the applicant's estimate of the amount of construction completed.

2 The date shown is the estimated date for issuing the first safety evaluation report supplement (SSER) after the Advisory Committee on Reactor Safeguards (ACRS) meeting on the application. A "C" indicates that the staff has issued this SSER. The staff will issue additional SSERs to resolve remaining open items.

3 The fuel load for Comanche Peak Unit 2 was completed in December 1992.

The NRC staff issued a low power license on February 2, 1993, and a full-power operating license on April 6, 1993.

After suspending all construction work for 11 months, TVA restarted work at Watts Bar Unit 1 on November 22, 1991.

TVA has contracted with EBASCO to complete the construction work.

TVA has established'an official fuel loading date of January 1994 for Unit 1.

At Watts Bar, TVA will primarily focus on completing Unit 1.

5 On June 29, 1988, TVA announced it was deferring Bellefonte 1 and 2.

TVA has submitted a letter requesting that construction be resumed.

The applicant has halted construction and has not established a date for completing construction.
