Dear Mr. Walsh:

By letter dated October 25, 1991, you submitted for NRC review Topical Report '

WCAP-13045 (Proprietary) and WCAP-13044 (Non-Proprietary), " Compliance to ASME Code Case N-481 of the Primary Loop Pump Casing-Westinghouse Type Nuclear Steam Supply Systems." This report provides the analytical evaluations required by ASME Code Case N-481 for alternate examination procedures for reactor coolant pump casings that are made of cast austenitic stainless steel.

The NRC has approved ASME Code Case N-481 in Revision 9 of Regulatory Guide 1.147, " Inservice Inspection Code Case Acceptability ASME Section XI Division 1," dated April 1992.

To implement Code Case N-481 for a specific plant, the licensee should infonn the NRC of the intent to invoke Code Case N-481. The analysis required by the Code Case shoul be retained at the plant site, making it available for NRC audit.

We believe this is the most expeditious approach to implement the Code Case and to conserve limited staff resources. Therefore, we have decided not to review or issue a safety evaluation for the Topical Report.
