Dear Mr. Colvin:
Thank you for your letter of March 1,1993, giving us a status report on the industrywide actions to (1) assess outage programs using the formal guidelines in NUMARC 91-06 and (2) implement needed improvements in those programs. The industry is commended on meeting its goal of completing the assessment and implementing improvements before outages that were started after December 31, 1992.
The staff recognizes that industry is making a significant effort to address shutdown issues with the NUMARC initiative and through such other activities as workshops, Institute of Nuclear Power Operations (INP0) inspections, INPO guidelines for managing planned outages, and Electric Power Research Institute (EPRI) support. These activities have addressed many of the areas in outage safety needing improvement; the staff has observed the positive effects of these activities being realized by utilities in recent outages.
As you know, the staff is currently deliberating the need for regulatory action to address _ shutdown issues,'primarily in the area of technical specifications.
I assure you that in'This proce'ss we are giving due consideration to voluntary efforts on the part of industry, and that conenents from industry and the general public will be considered before we take any action.
