SUBJECT:
REVIEW 0F SECURITY PLAN CHANGES RELATED TO COMPENSATORY ALARM ANNUNCIATION EQUIPMENT This is in response to your letter of September 11, 1992, submitting Security Plan Changes and your December 17, 1992, response to our questions for each of the Commonwealth Edison nuclear sites. The issues contained in those revisions are considered to be policy issues and have been referred to the Office of Nuclear Reactor Regulation for review.
Definition 1.0.1 on pages 1-2 of your September 11 letter indicates that the "APARS" system is a compensatory measure for the loss of all alarm points (protected and vital). This is contrary to the section headed " Type of Alarm Information Reported" of the attachment to your December 17 letter.
Clarify the above inconsistency and provide in your revised plan the level of detail found in your December 17 letter.
Also include in the plan a statement that this compensatory measure is for short duration use only and that the RACS will be implemented prior to removing equipment for scheduled outages.
Does the RACS system report tamper alarms? Indicate how you intend to satisfy the requirement of 10 CFR 73.55(e)(1) for annunciation of all alarms in two different alarm stations.
The enclosures to your letters contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
