Dear Congressman Goodling:

I am responding to your letter of March 4,1993, which forwarded Mr. Kenneth Kahn's concerns about security at the Three Mile Island (THI) Nuclear Station in Pennsylvania following the event of February 7,1993.

As you may know, the adequacy of nuclear power plant security to protect against terrorism or sabotage was the subject of a hearing before the Senate Subcomittee on Clean Air and Nuclear Regulation of the Comittee on Environment and Public Works on March 19, 1993.

Since the Comission's testimony at that hearing addressed many of the issues you have raised, I have enclosed a copy of our written testimony for your information.

With respect to the TMI security event, the NRC dispatched an incident investigation team (III) to review the circumstances surrounding the event and the adequacy of the response taken by GPU Nuclear Corporation. Members of the IIT are independent from NRC personnel involved in the day-to-day regulation of the TMI facility. The IIT has issued its report and a copy of the final report is enclosed.

On a related matter, in light of the recent World Trade Center bombing, the Comission believes now is an appropriate time for the NRC to reevaluate and, if necessary, update the expected threat for vehicle intrusion and the use of vehicular bombs at nuclear power plants. We will continue to monitor very closely the findings of the investigations of both these events (THI and the World Trade Center) and will have the staff assess the relevance of their findings to current NRC security requirements. Furthermore, we plan to have as much public participation and scrutiny as possible in our reevaluation of the ability of nuclear power plants to achieve our performance objectives in protecting the public health and safety.

On February 26, 1993, the World Trade Center in New York Cit was bombed using a van to transport the explosive material.

This incident )- under investiga-tion by a task force composed of the Federal Bureau of I (estigation, the Bureau of Alcohol, Tobacco and Firearms, and the New Yo : Police Department.

The design threat specified by the NRC for nuclear po r plants does not require protection against vehicle bombs because tha scenario was considered an event that has a low likelihood of occurring at nuclear power plant.

Although the NRC has reviewed this policy on sever 1 occasions, in light of these recent events, the Commission believes now is an appropriate time for the NRC to reevaluate and, if necessary, updat the design-basis threat for vehicle intrusion and the use of vehicular boras at nuclear power plants, r
