SCREENING LICENSE AMENDMENT REQUES1S AND PROCESSING GENERIC TECHNICAL SPECIFICATION CHANGES INTRODUCTION Thi.s memorandum establishes a combined ADP panel to screen incoming Technical Specification (TS) amendment requests in a formal and structured manner..The-amendment screening panel will consist of members-from DRPE, DRPW,-OTSB,.and-technical branches as required. The screening panel will implement the guidance-of the Partlow-Russell memorandum dated June 1, 1992, with the intent of identifying those proposed amendments that are applicable to a number of.
licensees (generic) and ensuring that such generic amendments are' evaluated only once.
The screening panel represents a pilot program to develop consistent screening n
criteria and provide feedback to continually-improve the TS amendment..
evaluation and approval process. Specifically,.0ffice Letter #803, Technical Specifications Review Procedures, will be revised to incorporate' improvements' in the evaluation and approval process.
BACKGROUND.
In an effort to make more effective and efficient use of staff resources (Projects and Technical Assessment), guidance on screening TS amendment requests was provided by the Partlow-Russell memorandum dated June 1, 1992.
An amendment screening panel was formed by DRPW in July 1992, with DRPE observing and forming a similar trial panel-in August. - The focus of.the.
screening process remains to ensure that:TS amendments applicable to a number
~'of plants (generic) are evaluated only once. An additional benefit will be gained as licensees move toward adopting the-revised Standardized Technical Specifications (rSTS) and their amendment requests are processed more efficiently.

- January 15, 1993 DISCUSSION To ensure consistent implementation of the guidance contained herein, a screening panel is established for ADP (with ADT support). The ADP screening
-panel will receive TS amendment applications that are _ forwarded to it from licensing PMs.
The screening panel will track amendments received, verify the PM's determination of generic applicability, and document and notify the PM of the panel's determination.
The panel will also provide feedback to improve the amendment review process.
GUIDANCE 1.
All incoming TS amendment requests dated on or after November 1, 1992 are the subject of this guidance. DRPW has screened their incoming amendments to this date; a separate memorandum will address the DRPE plan to screen their incoming amendment requests received between June 1 and October 31, 1992.
(Earlier amendment requests will be considered for screening as time, resources and applicability justify.)

Licensing PMs will complete an Amendment Tracking Form and forward a copy of it and the amendment request to the screening panel as instructed in Enclosure.
(PMs should decide if the amendment is sufficiently time-sensitive to sholly while awaiting the panel's decision.)
3.
Screening panel members will include:
a.
DRPE and DRPW co-chairs (2) b.
One Senior PM each from DRPE and DRPW (2) c.
One PE each from DRPE and DRPW (2) d.
At least one representative from the Technical Specifications Branch (1+)
e.
One Technical Specialist from ADT on request from one of the co-chairs f.
PM(s) who have been requested by the Panel +o discuss their amendment (s) 4.
Screening panel co-chairs will convene a panel meeting approximately every two weeks. Meetings will be held at a convenient time and place and will be announced approximately three working days in advance.
5.
For amendments requested on an exigent basis, PMs should contact their respective panel co-chair for immediate assistance on screening.
6.
For amendments requested on an emergency basis, PMs should screen the amendment as if it were a routine amendment request, after completion of staff work on the emergency TS amendment.

Enclosure LICENSE AMENDMENT SCREENING CRITERIA Using the Amendment Tracking Form and its Flow Chart (Attachments I and 2),
Licensing Project Managers should screen each incoming amendment request, using the following criteria and in the sequence indicated:
1.
Criterion: Would the amerdment make plant Technical Specicications like the revised Standard Technical Specifications (rSTS)?
Discussion: The revised Standard Technical Specifications (rSTS) are defined by the following NUREGS:
a.
Babcock and Wilcox NUREG-1430 b.
Combustion Engineering NUREG-1432 d.
General Electric (BWR-4)
NUREG-1433 e.
General Electric-(BWR-6)
NUREG-1434 A copy of these NUREGs can be found on floors 13 and 14 of OWfN, or on the Local Area Network Menu under "Z Tech Specs".
If the answer to Criterion I is YES, GO TO CRITERION 2.

Discussion: Attachment 3 to this Enclosure represents currently approved line item improvements (Generic Letters and Topical Reports). This list of line item improvements will be periodically updated.
If the answer to Criterion 2 is YES, PROCESS AMENDMENT (Complete Tracking Form and deliver to your panel PE with copy of amendment.)
If the answer to Criterion 2 is N0, complete Tracking Form and deliver to your panel PE with copy of amendment.
OTSB will determine proper disposition and so notify you.
