Letter dated February 12, 1993, from Mr. C. L. Miller of the U. S. Nuclear Regulatory Commission to Mr. D. M. Smith, Concerning a Proposed Quality Assurance Program Change for Peach Bottom Atomic Power Station, Units 2 and 3, and Limerick Generating Station, Units I and 2.

We received your 10 CFR 50.54(a) submittal (reference 1), transmitting your proposed revision to the Operational Quality Assurance Plans for the Peach Bottom Atomic Power Station, Units 2 and 3, and the Limerick Generating Station, Units 1 and 2. The Region I staff reviewed this submittal and determined that additional clarifications were required as discussed in reference 2. Reference 2 also stated a meeting was scheduled to be held with your staff at Region I offices to further discuss the issue.

IdAR 91993 Due to inclement weather and scheduling difficulties, the meeting scheduled with you; staff for February 26,1993, was cancelled. However, after further review of your submittal and a review of the clarifications provided by your staffin the form of telephone conversations, the Region I staff has found the changes to the Operational Quality Assurance Plans acceptable in that the Quality Assurance Programs continue to satisfy the criteria of Appendix B of 10 CFR Part 50. If there are changes to other operative QA commitments existing in docketed correspondence outside of the QA program descriptions, you are obligated to notify this office. Implementing such changes should be based on 10 CFR 50.54(a)(3). The effectiveness of your Quality Assurance Programs and procedure implementation will continue to be the subject of routine regional inspections.
