SUBJECT: NRC INSPECTION REPORT 50-313/93-01; 50-368/93-01
This refers to the inspection conducted by an NRC team from Region IV
accompanied by the NRR Project Manager on January 19-22 and February 8-12,
1993. The inspection included a review of activities authorized for your
Arkansas Nuclear One facility. At the conclusion of the inspection, the
~
findings were discussed with you and those members of your staff identified in
the enclosed report.
Areas examined during the inspection are identified in the. report. These
areas included reviews of modifications and design change packages, interviews
,
with personnel, and reviews of quality assurance audits _and assessments of the
engineering and technical support organization. Within these areas, the
i
inspection consisted of selective examination of procedures and representative
records, interviews with ~ personnel, and observation of activities in progress.
The results of this inspection are documented in the enclosed report.
'
It was identified that some drawing revision notices were not' incorporate'd
within the procedural limit of 7 days, which was in violation of Criterton V
of Appendix B to 10 CFR 50. This violation is not being cited because the
criteria specified in paragraph VII.B.1 of Appendix C to 10 CFR 2 of the NRC's

" Rules of Practice," were satisfied. This violation appeared to be an
'
isolated occurrence and the licensee staff took prompt and effective actions
i
to correct the problem and prevent recurrence.
It is our understanding that, during the exit meeting conducted on
February 12, 1993, you made a commitment to review a selection of calculations
.for hot water service relief valves to determine adequacy of sizing. The
subsequent inspection of your review of the sizing calculations is an
~
inspection followup item.
If your understanding of this commitment differs
from ours, please contact me immediately.
