Enclosure EMERGENCY PLAN QUESTIONS We have reviewed your Emergency Plan, Revision 2 submittal and have the following comments.
1.
Section 1.2 should indicate that the gaseous effluent filters are only installed on Stack 1 and the exhaust from controlled areas go through i'
Stack I only.
2.
Figures 1.2-1 and 1.2-2 should be revised to show the following:
o Identify the road leading to the south gate.
o Add a note indicating the distance from CEC to Route 2.
o Provide bolder. symbols for the security fence line, including gate symbols.
3.
Section 1.2-7 should also identify Tables 1.2-2, 1.2-3 & 1.2-4.
4.
Section 2.1.1.2 should be revised to identify whether criticality accidents may occur and where, and summarize the worst case scenario._
If appropriate, then the remainder of the plan should also reflect that a criticality is one of the postulated accidents (see Section 3.1.2 and Section 5.3).
5.
Section 3.2.2 should identify who is responsible for deciding which systems to shut down and which operations to suspend.
6.
There is a typo on page 3-2.
The third condition in the second column should read "... aircraft crash into the facility,.damaae to the facility from explosives,..."
7.
Section 3.1 indicates that a release of 500 Kg of UF is classified as a 6
Site Area Emergency. Section 3.1.2 indicates that a release of.more than 1000 Kg-of UF is classified as a site area emergency. Address this discrepancy. 6 8.
The discussion of Emergency Action Levels (EALs) on page 3-4 must be rewritten. The plan should be revised to make a commitment that site specific EALs will be established in the implementing procedures.
9.
The Protective Action Recommendation (PAR) in Sect. ion 3.3 should specify the distance from the site where sheltering is recommended and that it is recommended in all directions.
10.
Figure 3.1-1 should be revised to indicate the Claiborne Parish Emergency. Response Committee and the communication. lines through the Sheriff's office to the local fire and ambulance services. _'In addition, Section 4.4 and Table 4.4-1 should be revised to include the state agencies.
