APPROVAL 0F DECOMMISSIONING PLAN CHANGE 1

The Nuclear Regulatory Commission staff has reviewed the Long Island Power Authority's (LIPA). letter LSNRC-2004 dated January 5,1993, and supplemental telephone memorandum dated February 11, 1993, (Gisonda/Pittiglio) requesting.

approval for the phased decommissioning of the existing liquid radwaste system, and installation of a temporary liquid radwaste system. 'This request for a change to the Shoreham Decommissioning Plan (DP) was submitted in accordance with Conditions 3 and 4 of the Shoreham Decommissioning Order.

The NRC staff has' completed its review of the proposed changes in LSNRC-2004, I

and approves the phased decommissioning of the liquid radwaste system, and the use of the temporary liquid radwaste system. The temporary system is described in detail in the attachments to LSNRC-2004. The' staff based its approval on the following:. 1) the temporary system, including all temporary piping and valves, will be designed, fabricated,.and tested in accordance Regulatory Guide 1.143; 2) the proposed mobile radwaste filter /demineralizer unit to be furnished by Diversified. Technologies (DT) is a system that has been used at more than 20 nuclear power plants; 3) the DT mobile radwaste filter has sufficient capacity to process the anticipated volume of contaminated water; 4) the temporary system will-be used in compliance with the Offsite Dose Calculation Manual; and 5) the system requires.no change to the Technical Specifications.

The staff did not approve the use of the reactor building salt water drain tank, TK-190, as an alternative method to drain the spent fuel storage pool-

(SFSP). The use of the reactor building salt water drain tank alternative was disapproved because: 1) LIPA has not provided sufficient justification for the use of this alternative system to drain the SFSP, 2) LIPA has not demonstrated-how Appendix I requirements will be met, and 3) the use of the salt water drain tank would require a revision to the Offsite Dose Calculatio'n Manual (0DCM) on which the DP releases were approved.
