C. 20555 Docket No. 50-312 Rancho Seco Nuclear Station License No. DPR-54 SMUD/ FBI JOINTTRAINING EXERCISE AT RANCIIO SECO Attention: Seymour Weiss On February 2,1993, the Sacramento Municipal Utility District (SMUD) contacted Mr. Doug Schuster, a NRC Region V inspector, concerning ajoint SMUD/ Federal Bureau ofInvestigation (FBI) training exercise at Rancho Seco.

SMUD and the FBI plan to hold the training exercise on Thursday, March 11 and Friday, March 12,1993.

SMUD and the FBI will conduct the training exercise in accordance with a two-party training exercise agreement, which is similar to the three-party agreements used in United States Marine Corps (USMC)/ FBI /SMUD joint training exercises held previously at Rancho Seco.

The SMUD/ FBI two-party agreement outlines the administrative controls, conditions, and limitations of the training exercise. The agreement allows limited helicopter flights into the Rancho Seco Industrial Area, south of the Administration Building.

SMUD performed a 10 CFR 50.59 Determination and concluded that the planned training exercise does not affect the Rancho Seco Physical Security Plan and does not involve an Unreviewed Safety Question; therefore, SMUD and the FBI may conduct the training exercise without prior NRC approval.
