the amount of $60,000; (2) increase the total cost for performance of work under the subject contract by-$60,243 from $1,162,358 to $1,222,601; (3) provide for a within scope change; (4) extend the period of performance; (5) revise the indirect rates; and (6) incorporate FAR Clause _52.222-18, Notification of Employee Rights Concerning Payment of Union Dues or Fees.

STATEMENT OF WORK Geological and Geophysical Investigitions of Faults i.. Giles County, Virginia The second largest earthquake in the southeastern U.S. occurred in 1897 in Giles County, Virginia near the town of Pearisburg. This area continues.to be seismically active today. The.1897 earthquake, a magnitude 5.8, is used:as the design basis earthquake for nuclear power plants sited.in the Appalachian Mountains, such as Watts Bar, Sequoia, and Bellefonte.
In May 1992, geologists from Virgioia Tech discovered two faults with significant displacement in a borrow pit about 4 miles from Pearisburg, which was being i
excavated for landfill material at the time. The faults extend to ground surface, demonstrating that they are younger than the. river terrace soils they offset.
It is very important for the NRC to determine whether these surface faults are related to the 1897 event and to current seismicity. The following r
is a recommended geological and geophysical investigation program to determine if these faults represent a previously unrecognized hazard to nuclear power plants in this region; namely, surface faulting.
Task 1:
Determine the geometry and appr,oximate age of last displacement along the faults.
The borrow pit is to be completely excavated for landfill to the level-a.
of the adjacent highway during the last half of August 1992; thus, removing the faulted terrace deposits. To gain as much'information as possible during this excavation, it is proposed that, using an independent backhoe contractor, a vertical face 60 meters long and 5 meters high be cut perpendicular to the faults,. mapped, photographed and soil samples taken from the faults and terrace deposits.
b.
As the excavation for landfill proceeds, it is proposed'that another vertical face, perpendicular to the fault,120 meters long by 5 meters high, be dressed off, mapped, photographed and samples gathered.
c.
After the borrow material has been completely removed, a trench 120 meters long by 4 meters deep, in the bottom of the borrow pit is proposed to map and photograph the faults and strata at a deeper level.
Samples for laboratory testing and age dating will be obtained.
Task 2:
Determine the depth to, and the surface configuration of, bedrock. A seismic refraction line and an electrical resistivity line are recommended to be run perpendicular to the faults.
Task 3:
Determine the age of the faulted terrace deposits by correlating them with.
terraces of known age in the region.

Determine the extent of.the faults and their relationship to faults in bedrock. The exposed bedrock along the nearby-New River should be mapped along a stretch that would include all possible projections of the faults along trend.
Task 5:
Laboratory analyses of samples taken from the landfill site and other areas.

Perform radiometric age dating of materials taken from the fault and

soils collected from river terrace deposits to' estimate the age of last j
movement on the faults.
b.
Conduct analyses of the microstructure of clay samples obtained from the faults to determine the nature of faulting (tectonic or nontectonic).
Task 6:
Prepare a report of the findings.

4 I.8 52.222-18 NOTIFICATION OF EMPLOYEE RIGIITS CONCERNING PAYMENT OF UNION DUES OR FEES (May 1992)
(a) During the te'rm of this contract, the Contractor agrees to post a notice, of such size and in such form as the Secretary of Labor may.
prescribe, in conspicuous places in and about its plants and offices, including all places where notices to employees are customarily posted.
- The notice shall include the following 'information (except that the last' sentence shall not be included in notices posted in the plants or offices of carriers subject to the Railway Labor Act, as amended (45 U.S.C.
151-188)):
Notice to Employees Under Federal law, employees cannot be required to join a union or maintain membership in a union in order to retain their jobs. Under certain conditions, the law permits a union and an employer to' enter irito a union-security agreement requiring employees to pay unifona periodic dues and initiatibn fees. However, employees who are not union members can object to the use of their payments for certain purposes and can only' be required to pay their share of union costs relating to collective bargaining, contract administration, and grievance adjustment.
If you believe that you have been required to pay dues or. fees used in part to support activities not related to collective bargaining, contract administration, or grievance adjustment, you'may be entitled to a 'refurnd '

Tile Contractor will take such action with respect to any such subcontract or purchase order as may be directed by the Secretary of Labor as a means of enforcing such provisions, including the imposition of sanctions for noncompliance; provided, however, that if the Contractor becomes involved in litigation with a subcontractor or vendor, or is threatened with such involvement as a result of such direction, the Contractor may request the United States to-enter into such litigation to protect the interests of the United States.
