Task 1 under Interagency Agreement No. NRC-02-92-001 Entitled

" Technical Assistance for NRC Dam Safety Program Implementation" The purpose of this letter is to confirm verbal authorization provided to you on October 14, 1992, by John Eastman, of my staff, to commence work under the subject task order effective October 16, 1992 with a temporary ceiling of $25,000.00.

In accordance with Article II, Task Order Procedures, of the Interagency 4

Agreement, this letter definitizes Task No.1.

This effort shall be performed in accordance with the enclosed Statement of Work.

The period of Performance for Task No. 1 is October 16, 1992 to March 3, 1993. The cost ceiling is $34,890.00.

Funds for this task order were obligated under the Interagency agreement.

1.0 BACKGROUND

The NRC Dam Safety Program Plan defined in SECY-91-193, dated June 25, 1991, and noted as approved in a memorandum from SECY to-the EDO, dated July 30, 1991, outlined the use of personnel from the Federal Energy Regulatory Commission (FERC) to provide technical and field support-for the program. This technical assistance was to be obtained through a Memorandum of Agreement and an Interagency Agreement. The Memorandum of Agreement was finalized on June 1, 1992 and the Interagency Agreement was signed and finalized on September 2, 1992. Work under this Task Order is to be performed under the guidance of these two base documents.

2.0 WORK REQUIRED FERC personnel will perform an operation inspection at the facility that will focus on the operation and maintenance aspects of the facility. The inspection will focus on the conformance of the facility with respect to the Federal Guidelines for Dam Safety (FGDS), June 1979, the various NRC guidance documents relevant to dam safety and other documents incorporated into the-lHIC Dam Safety Program-.-These documents have been identified in the Memorandum of Agreement between FERC and NRC. 3.0 REPORTING REQUIREMENTS i

One meeting is anticipated that would be held at an NRC office, either in the Denver area or in the Washington, D.C. area after completion of the report.
