Dear Mr. Hutchinson:
By letter dated June 25, 1992, you submitted for NRC review Combustion Engineering Owners Group Topical Report, " Relaxation of Reactor Coolant Pump Casing Inspection Requirements," CEN-412, Revision 1.
This report provides the analytical evaluations required by ASME Code Case N-481 for alternate examination procedures for cast austenitic pump casings.
The NRC has approved ASME Code Case N-481 in Revision 9 of Regulatory Guide 1.147, " Inservice Inspection Code Case Acceptability ASME Section XI Division 1," dated April 1992.
To implement Code Case N-481.for a specific plant, the licensee should inform the NRC of the intent to invoke Code Case N-481. The analysis required by the Code Case should be retained at the plant site, making it available for NRC audit.
We believe this is the most expeditious approach to implement the Code Case and to conserve limited staff resources. Therefore, we have decided not to review or issue a safety evaluation for the Topical Report.
