TRANSFER OF A CONTAMINATED SAW TO A GENERAL LICENSE I am responding to your memorandum of March 24, 1992, regarding the Nuclear Regulatory Commission Region II's request for guidance on transfer of contaminated equipment by ITT under a specific license to a general license.
Based on our meeting with your staff and OGC on April 29, 1992, we understand that (1) ITgg is now only requesting transfer of a saw, witp a maximum fixed Th surface contamination of 10,000 dpm/100 cm, to gge general license, and (2) the polishing compound containing Th, which was previously used at this facility in a grinding operation, is actually a rare-earth compound that is exempt under 10 CFR Part 4 0.13 (c) (1) (vi).
In view of this new information, we recommend that ITT decontaminate the saw in accordance with the maximum fixed '4 pes for decontamination of equipment current guidel (average and 2
Th surface contamination of 1000 dpm/100 cm and 2
3000 dpm/100 cm, respectively) prior to termination of the specific license and release of the saw for unrestricted use.
If this level of cleanup is not achievable, ITT should decontaminate the saw to an alternative level that is "As Low As Reasonably Achievable" (ALARA). _If the licensee decontaminates the saw to ALARA levels (in excess of existing guidelines), we see no reason to object to transfer of the saw from a specific license to a general license.
