Dear Dr. Kussmaul:
In your letter of December 15, 1991, you proposed to organize a workshop to discuss the pressure tests of the reactor pressure vessel.
We believe a workshop on this issue is not necessary because our regulations provide adequate criteria for performing the pressure test of the reactor vessel.
In particular, Appendix G to 10 CFR Part 50 requires our licensees to set pressure and temperature limits for pressure tests of the reactor pressure vessel. The te','.perature limits are set high enough to ensure that the test does not cause cracks to propagate and to fracture the reactor vessel. However, if you organize a workshop on this issue, we would like to be informed, so that we may decide the degree of our participatica.
