Gentlement This letter-is.in response to a Notice of Violation contained in Inspection Report No. 70-754/90-01 (Ref. 2).
The violation concerned the calibration of radiation level detection instruments located in.the vicinity.of the Building 102 hot cells.
'specifically, the instrument in the vicinity of. Hot Cell No. 1 had not been calibrated since January 26, 1986, and those in the vicinity of Hot. Cella No..' and No. 5 had not been 3
calibrated since July 30 and March 5,. 1988, respectively.
The situation occurred as the result of a difference in interpretation of section 8.7 of Appendix A-to-License SNM-960, i
which requires that " Monitoring instruments shall be-calibrated upon initial acquisition, after major maintenance, and at least j
annually."
GE had interpreted that section to apply only to portable instruments used to actually determine dose rates to
' personnel or used to perform contamination surveys.
The NRC has.
extended this interpretation to include the fixed instruments installed in the vicinity of the hot cells to detect. changes in t
radiation levels.
The instruments:in question have been calibrated.
In order to prevent recurrence of this situation, procedures have been modified'to provide for an annual calibration for the hot cell I
instruments.
All of these actions have been completed.
