ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering

,I issuance of an amendment to Facility Operating License No. DPR-61, issued to Connecticut Yankee Atomic Power Company (CYAPCO, the licensee), for operation of the Haddam Neck Plant, located in Middlesex County, Connecticut.

ENVIRONM$NTAL ASSESSMENT bantificationoftheProposedAction:

-i The proposed amendment would remove Technical Specification (TS) Table 4.4-5, " Reactor. Vessel Material Surveillance Program Withdrawal Schedule" i

and delete references to Table 4.4-5 in TS Surveillance Requirement 4.4.9.1.2 and Bases section, " Low Temperature Overpressure Protection !? stems." The proposed action is in accordance with the licensee's amendment request dated February 16, 1990 and supplemented on March 29 and June 6, 1990.

The Need for the Proposed Action:

During the refueling for Cycle 16 CYAPC0 decided to remove the thermal shield and the attached surveillance capsule holders. Since the surveillance capsules have been removed and not reinstalled in the reactor vessel, the TS E'

as currently written cannot be satisfied. As such the specific withdrawal schedule table, Table.4.4-5 and the direct references to that Table in Surveil-I lance Requiremen't'4.4.9.1.2 and Bases section, " Low Temperature Overpressure Protection Systems" need to be removed. The licensee will continue to meet L

the requirements of 10 CFR 50 Appendix H by using an Integrated Surveillance i

Program as allowed by Appendix H.

Envirosmental Impacts of the Proposed Action:

The Cor.nission has completed its evaluation of the' propose, revision to i

the TS. The impact of the above change has been compensated by the licensee's proposed. Integrated Surveillance Program. The Integrated Surve 11ance-Program meets the criteria provided in Section II.C of 10 CFR 50,Appenlix H and the staff has concluded that the Integrated Surveillance Program t ill provide the equivalent information necessary for the Haddam Neck Plar.'. to monitor l-changes in the fracture toughness properties of ferritic maturials in the reactor vessel beltline region. The TS change will not increase the probability or co sequences of accidents, no changes are being made in the-types of any effluents that may be released.offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure.

Therefore, the Comission concludes that there are no significant radiological environmental impacts associated with this proposed TS amendment.

With regard to potential non-radiological impacts, the proposed amendment does involve features located entirely within the restricted area as defined in 10 CFR Part 20. It does not affect non-radiological plant effluents and-

.has no other environmental impact. Therefore, the Commission concludes that there are no significant non-radiciogical environmental. impacts associated with the' proposed amendment.

Alternatives to the Proposed Action:

Since the Commission has concluded ther, is no measurable environmental impact associated with the proposed amendment, any alternatives with equal or greater environmental impact need not be evaluated. The principal alternative

to the amendment would be to deny the amendment request. Such action would f

not enhance the protection of the environment and would result in unjustified i

cost to the licensee.

The NRC staff reviewed the licensee's request and did not consult other l

agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT Based upon the environmental assessment, the Commission concludes that-the proposed action will not have a significant effect on the quality of the human environment. Accordingly, the Commission has determined not to prepare an environmental impact statement for the proposed amendment.
