On' June 6,1990, Davis Hurt, John Starmer, and Jack Parrott visited the Cimarron

.. Uranium Plant. The purpose of the trip was for Messrs. Starmer and Parrott, who-late @C staff hydrologists, to see the site, and for Mr. Hurt, who is NRC's:

project manager for the Uranium Plant, to discuss with you the terms of your requent for authorization to dispose of uranium. contaminated soil on the site.

I understand that T..a. Hurt informed you that witF your latest submittal (May 15,.

1990) we have the information we need to proceed with the Environmental Assessment (EA) we are writing to support a license amendment authorizing the soil. disposal. Hr. Hurt also explained to me your discussions about the scope of the~EA and the exact action that will be e. luated.

We agree that the only soil disposal area the EA will consider will.be the newly dug disposal trench. We are aware that'there is uranium-contaminated soil at Branch Technical Position Option 2 letels-on the site deeper than 4 feet below i

the surface and not included in the estimated 400,000 cubic feet already-surveyed and described to.us in the submittal of February 1, 1990. We are also aware that you may propose leaving some of the other Option 2 contaminated soil, such as recently:found under the Uranium Plant, in place instead of moving it i

into the disposal trench.- If. you choose in the future to propose lewing that H

material in place, we would consider the proposal on its own serits; but it willinot betevaluated in the EA on the disposal trench.. We will make an effort l

to authorize the disposal in the trench of somewhat more than 400,000 cubic

feet so that you will have the option'of placing sor.e or all of the other

~0ption~ 2 containinated soil in the trench'ahould such a course of action be-deered appropriate.
