MEETING MINUTES FROM THE CALVERT CLIFFS ASSESSMENT PANEL MEETING #5 - PUBLIC MEETING WITH BALTIMORE GAS AND ELECTRIC ON THE CALVERT.

CLIFFS PERFORMANCE IMPROVEMENT PLAN - 06/07/90

I A public meeting was conducted between Baltimore Gas and Electric (BG&E) and l

the Calvert Cliffs Assessment Panel (CCAP) on June 7.-1990, to provide an update of the status for the Calvert Cliffs Performance Improvement Plan by BGAE. The meeting was held at the NRC Region I Office in King of Prussia, Pennsylvania.- A list of attendees is attached, as well as a copy of the slides l

provided.

Mr. Bruce Boger began the meeting with a brief recap of events concerning Calvert Cliffs over the past year, including plant restart and submission of PIP revisions. There was an introduction of attendees. Mr. George Creel (BG&E) made brief opening remarks, giving a progress report on the status of the PIP.

Lee Russell'(PG8E) began the BGLE presentation with an outline of the meeting i

surpose and agenda, tie stated the objectives of the meeting were to review to 11 story of the PIP, describe revisions to the PIP, present the current status ofthePIPImplementationProgram(PIPIP)and'discusstheImplementation program management. He outlined development of the PIP and creation of the PIP ~

Implementation program. He detailed the PIP program structure and the need for i

issuance of PIP revisions due to additional action plans. The question was-l asked as to why new action plans were necessary. Rich Olson (BG&E) stated that ongoing PIP activities highlighted the need for additional plans..Also there was the need to consolidate smaller systems of-management into the PIP process, as well as feedback received from employee meetings and the PIP verification program.

x Rich Olson continued the BG&E presentation with a discussion of BG&E's Implementation Program Management. He discussed PIP action plan' schedules and resource loadings. He outlined the program controls used, both at the project level and management level.

He discussed PIP. verification' assessments, outlining how the assessment was performed and the results. During questions j

l it was noted that an action plan is considered complete by BG&E in its data-J base when the implementation verification is complete. Since this is prior to the effectiveness verification, discussions centered on the role of the BG&E i

effectiveness verification process.

BG&E noted that one effectiveness verifica-tion inspection is complete and the second one is planned for later this year.

Charlie Cruse discussed System Engineering, Communications, Root Cause analysis improvements. Mike Markowski discussed Commitment Tracking System and the current status count of NRC commitments and g

cumulative performance. Jim Lemons discussed the Procedure Upgrade Project status and the Communications Plan implementation.

The issue of effectiveness verification was not resolved at the conclusion of the meeting. BG&E was advised that the NRC needed some confidence in the utility's ability to verify the effectiveness of action plan implementation before the NRC could reach a conclusion on whether the PIP contains an adequate process for resolving PIP identified root causes.

After brief closing comments by Mr. Boger and Mr. Creel, the meeting was adjourned.
