Dear Congresswoman Morella:

I am responding to your letters of January 5 and January 12, 1990, to Chairman Carr concerning Mr. Jack M. Eell and his security clearance with the U.S. Nuclear Regulatory Commission (NRC).

On January 31, 1990, Mr. Raymond J. Brady, Director, NRC Division of Security, and Mr. Dennis K. Rathbun, Director, NRC Congressional Aff airs, met with Ms. Heea Fales of your staf f to discuss the matters disclosed in Mr. Bell's background investigation.

3 After carefu review of all relevant materials and the over-all record in this case, Mr. Brady concluded that there is sufficient basis in the record in Mr. Bell's case to make the favorable determination to continue Mr. Bell's security clearance. On April 24, 1990, Mr. Brady notified Mr. Bell's attorneys of this finding.
