Dear Mr. Inagaki:

This is in response to your letter dated May 10, 1990, (M10666) requesting information on a NRC procedure involving design approval of BWR Control Rod and fuel Channel. You stated that you are interested in this information in conjunction with your involvement with nuclear fuel equipment for plants operated by U.S. utilities that was originally produced at your parent firm in Japan.

Design approval reviews are encompassed within the NRC's Topical Report Review Program. We suggest that you contact U.S. utilities who have BWR plants to determine their interest in such a design approval.

These companies are identified in the enclosed pages which have aeen excerpted from the NRC's

" Roster of Utilities" (Enclosure 1).

If there is sufficient interest in your BWR Control Rod and fuel Channel design, the NRC could accept a topical report for review.

Enclosed is an excerpt from NUREG-0390, Topical Report Review Status, which provides a description of the Licensing Topical Report Program (Enclosure 2).

The acceptance criteria for this type of review is addressed in the Standard Review Plan Sections 4.2, 4.5.1, 4.5.2, and 4.6 (Enclosure 3),

if a topical report is submitted for our review, the transmittal letter or report must state what plants would be incorporating the topical report on their docket. You must also state the schedule on which the design approval is needed.

We estimate that our review schedule would be from 6 months to 1 year, provided that the NRC has been notified about the proposed submittal well in advance.

Upon completion of the review, NRC will issue a Safety Evaluation j

Report.
