(RSI) by the Nuclear Regulatory Commission or the State of Georgia (including all agencies and departments thereof) for the commercial use of cosium capsules produced at the Waste Encapsulation and Storage Facility (WESF), and RSI's compliance with those licenses to use the WESF cesium sources.
