VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 LICENSE AMENDMENT REQUEST A.C. DISTRIBUTION OPERATING Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment in the form of changes to the Technical Specifications of the Operating Licenses Nos. NPF 4 and NPF 7 for North Anna Power Station Units 1 and 2.

Virginia Electric and Power Company is proposing to revise the requirements governing the operability of the Emergency and Vital Busses of A.C. Distribution to make the re energization and power source requirements of the Vital Busses more specific. This operability requirement is consistent with the requirements of the Standard Technical Specifications and the proposed North Anna MERITS Technical Specifications. Virginia Electric and Power Company is also proposing to modify the appropriate Action requirements.

The proposed changes are provided in Attachments 1 and 2. The discussion of the proposed changes and the 10 CFR 50.92 evaluation are provided in Attachments 3 and 4, respectively. The change is already reflected in our March 15,1990 MERITS proposed change, therefore a MERITS change is not attached.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee, it has been determined that the proposed changes do not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.
