The Comittee was briefed by E. Beckjord. RES, regarding the: impact of the budget reductions imposed by the Congress on the NRC Safety 4

Research Program. The Comittee discussed the budget reductions a

that had been imposed on the NRC over recent years and the manner in which these reductions had been distributed among the various NRC programs. The Committee proposed that this matter be discussed with the Comissioners during a future meeting.

3 Dr. Siess requested that copies of all the correspondence between the Nuclear Safety Research Review Committee and RES be provided to the ACRS. Dr. Beckjord agreed to do so.

The Comittee agreed that it did not need a briefing on the NRC staff's recent actions on the proposed rule on hot particles during the November.

meeting prior to a planned staff briefing of the Commissioners scheduled

- for late November 1989. Mr. Carroll Chaiman of the Occupational and Environmental Protection Systems subcommittee.'will review the staff's e

proposed resolution package when it is available and take the appropriate action.

The Comittee decided not to review the proposed restart of the Calvert i

Cliffs plant.

7.

The first of the future applications for license extensions is expected to be for the Yankee Rowe plant. NRC staff review activities on this plant are also expected to be carried out in parallel with the develop-ment of the staff's generic guidance / requirements for licensees seeking -

license extensions. The Constittee agreed to review the Yankee Rowe application for a license extension as a se)arate item. -[ Note: This review is the responsibility of the ACRS su) committee on Westinghouse and Combustion Engineering Reactor plants.] (Mr. El-Zeftawy has the follow-up action on this matter.)
