SUBJECT:

TRIP TO THE CIMARR0N URANIUM PLANT On ' June:6,1990, I visited the Cimarron Uranium Plant with John Starmer and Jack Parrott of the Division of Low-level Waste Management and Decommissioning.

The' purpose of the trip.was for Messrs. Starmer and Parrott to see the site, and for all.of us to discuss the terms of Kerr-McGee Corporation's request for

authorization to dispose of uranium-contaminated soil.

The Kerr-McGee representatives were Ed Still, John Stauter, Scott Munson, Roy Smith, and Wayne'Norwood. Jim Grant, Kerr-McGee's consultant, was also present.

-We found the situation at the site to be approximately as we expected.

Kerr-McGee is in the middle of decontaminating the Uranium Plant.

The old burial trenches have.been excavated and decontaminated, and Kerr-McGee would like authorization to fill them in with clean soil' I will-pass this information F

on to Region III. The new, large trench in which Kerr-McGee would dispose of uranium-contaminated soil.is partly ' dug, and they are awaiting issuance of a

license amendment to begin moving soil-into it.

We informed Kerr-McGee that with their latest submittal (May.15, 1990) we have i

the information we need to' proceed with the Environmental Assessment (EA) we are writing-to support a license amendment. We had a-useful discussion-about

'the scope,of the EA and the exact action that will be' evaluated.

We agreed.

that'the only soil disposal the EA will consider will be in the newly dug disposal-trench'.. We are aware that there is-uranium-contaminated soil on the site other than the estimated 400 000 cubic feet already surveyed and described to us in L the submittal of February 1,1990. We are also aware that Kerr-McGee may propose leaving some of-the other contaminated soil, such as recently found under the Uranium Plant, in place instead of moving it into the disposal trench.

D If Kerr-McGee chooses to make such a proposal in the future, we would consider it on-its own merits; but it will not be evaluated in the EA on the disposal 25 kb R ~
