_The Committee reaffirmed its decision to have the Subcommittee on-Occupational and Environmental Protection Systems review the safety

. issues associated with " hot particles." Dr. Moeller has,been invited to participate _as an invited expert.

The Committee met'with Mr. Stello and discussed the possible uses e

NUREG-1150 report is available, and to provide connents on possible uses of this report.

Dr. Kerr will be the cognizant subcommittee chairman for this review.

10. The Commission has asked that members of the Committee meet with them during the afternoon of Wednesday, May.3, 1989 to discuss the recent ACRS letters on GI-99 (dated 9/14/88 anJ 2/19/89), USI A-45 dated 9/14/88), and-the Safety Goal Policy-implementation plan P

(dated 2/16/89).

Dr. Remick asked that as many members as possible plan' to attend.

In order to work out mutually accept.ble schedules for review of i

items' that have been given expedited schedules by Chairman Zech, members were asked to review the schedules proposed for ACRS action-4

.in the EDO Milestone Tracking Report-dated March 1.-1989 and provide feedback to the ACRS staff for transmittal-to the'ED0's office. The cognizant staff engineers will follow up on this item.

FUTURE ACTIVITIES The Committee agreed to a tentative schedule for the April 6-8, 1989 ACRS meeting as shown in Appendix A.

SAFETY GOAL POLICY You should know that I have been unable to persuade the ACRS to forward the following proposal as a formal letter, so that what follows reflects only

i regard as.the appropriate next step in the great safety goal saga.

The ACRS has often observed in letters to you that the. principal use of the safety goals ought to be as standards against which to evaluate the effec-tiveness of the body of regulation which now serves to protect the public health and safety against the inherent risk of the nuclear enterprise.

(Comittee's point, my words.) Since the goals have now been promulgated and accepted as statements of the Comission's policies', the time would appear to me to be ripe to start a serious and substantial effort toward such an evaluation, in the context of-the goals. Clearly, this cannot be done by the staff, not only because of inevitable appearances of self-interest, but also because the staff is so deeply involved in the pressing regulatory matters that it would be unreasonable to ask them to develop the-necessary perspective.

I believe that such an effort could be extremely important, and lead to genuine insights, to say nothing of representing the next loflical step in the Comission's effort to rationalize regulation. ! The Conn'ssion, in iny view, took a forward step in promulgating the' goals, and the next is clearly an impartial judgment about whether the goals are in fact being I would not presume to prejudge the outcome of such a review, but can n.:t.

The Comission could begin by exploring means through which such an eval-uation night be performed by an informed but impartial group, recognizing the difficulty inherent in assen611ng such a rarity..I do not envisage a ten-year study involving hundreds of man-years, and resulting in an inscru-table eight-volume report, but rather a modest effort less than a tenth that size. The point is to get a defensible judgment, not an encyclopedia.

While I do not wish to prejudge the composition of such a group, it is obvious that quality and cred< bility are the principal criteria. There are 4
