-Vallecitos Nuclear Center License No SNM-960-P. 0. Box 460 Pleasanton, California 94466 During an inspection conducted on May 21 through-24, 1990 one violation of 3
NRC requirements was identified.
In accordance with the General Statement of Policy and Procedures for NRC Enforcement Actions, "10 CFR Part 2, Appendix-C (3990),theviolationislisted.below:
A.
Condition No. 7 of License No. SNM No. 960 authorizes, in part, the use of licensed materials in accordance with statements representations and conditionscontainedinApendixA,"LicenseConditionsforthe VallecitosNuclearCenter,p'ofthelicensee'ssubmittaldated~ April 20, 1984.
Section 8.2 " Equipment and Facility Design Criteria and Guidelines," ofi Appendix A states that " Design Criteria and guidelines for specific facilities are set forth in Table l'of this Appendix."
g Section 8.7, " INSTRUMENT CALIBRATION " of Appendix A. states that.
"Honitringinstrumentsshallbecallbrateduponinitialacquisition,.
afte major maintenance, and at least annually."
Table 1. of Appendix A under " Alarms, Interlocks and Safety Features" lists the use of continuous dose rate meters in the vicinity of the cells to provide-an immediate alarm in case of high radiation-outside of the cells.
Contrary to the above, the continuous dose-rate monitoring instrument installed in the vicinity of Hot Cell No.1.had not been calibrated since January 26, 1986, and the continuous dose-rate' instruments in the-vicinity of Hot Cells No. 3 and'5 had not been calibrated since July 30, 1988 and March 5, 1988, respectively.
This is a Severity Level IV Violation (Supplement VI).
Pursuant to the provision of 10 CFR 2.201, General Electric Company.is hereby required to submit a written statement of explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk,1 Washington, D.C. 20555 with a co)y to the Regional Administrator, Region V, within 30 days of the date of t1e letter transmitting this Notice.
This notice shcald be clearly marked as a " Reply to a Notice of Violation", and should include'for^each a
violation:
(1) the reason for the violation if admitted, (2) thelcorrective steps that have been taken and the'results achieved, (3)cthe corrective steps that will be taken to avoid further violations,,and (4)'the date when full l
compliance will be achieved.
If an_ adequate reply is not received within the time specified in this Notice, an order may'be issued to show cause:why the,
