Access Authorization at Nuclear Power Plants The Committee was briefed by the NRC staff on the-proposed access authorization rule that requires ~ licensees to define requirements under which 10 CPR Part 50111censees wi11' authorize unescorted access to protected and vital areas within nuclear power plants.
The access authorization rule.willo supplement the existing regulations on overall; physical ~. security.

Evaluation of Operational Da,tg The Committee lwas briefed by NRC staff representatives on the use of the SALP. ratings.by~ organizations / individuals for purposes beyond those= intended by the NRC.
The.NRC staff discussed two studies that-
.are currently = underway.
One study. examines the impact of_PUC incentive _ plans on plant safety.
The second will1 address the overall impact of the SALP process on. licensees, including an examination of the pros and cons of dropping' the numerical rating system-and;providing some possible alternative. rating scheme.
Members expressed interest.

10 CFR Part 55 Comoliance with Fitness-For-Duty Reauirements The Committee was briefed by the NRC-staff on the notice of proposed rulemaking to amend-Part 55 so that the cutoff levels established pursuant.to Part 26 (Fitness-for-Duty Program) become applicable to the licensed operater as a condition of their license.

The-committee agreed _with the recommendation made by Dr. Siess, Chairman of the Regulatory Activities Subcommittee, that the revised NOU between the-ACRS and the EDO,_related to ACRS review of Nuclear Safety-Related Matters, be transmitted-to'the EDO'for review, comment, and/or signature.

- 11. Periodic Meetinas with the NRC ChairmRD The Committee agreed that it would be useful for the ACRS Chairman.
3 to reestablish the practice of periodic meetings with the NRC

Chairman and the other Commissioners to discuss items of. mutual interest.
Further, the Committee indicated that discussions with l
j individual Commissioners during ACRS meetings on-matters of mutual-l interest would benefit the Committee.

s During the briefing on coherence in the regulatory process, l
Mr. Taylor, EDO, agreed-to provide the_ACRS'with.a copy of the "O'Reilly Report", written in the early 1980s, on the results'of an i
p NRC regulatory survey.
The survey team met with utility managers seeking the licensee's' assessment of:the impact of NRC activities J
on the operation of nuclear power plants.
i During the same briefing,_Dr. Murley, Director of the Office of l
Nuclear Reactor Regulation, agreed to provide.the;ACRS with a copy 1
of a similar~ report on regulatory requirements that.was issued in' the early 1980s by a team headed by Dr. Murley while he was the Region I' Director.
- 13. HRC safety Research Procram-Budaat s
The committee agreed to defer proposed discussion with the i
commissioners on the budget reductions for the NRC Safety Research Program until the February =1990 meeting or later,cas-appropriate.
Dr. Siess requested-that Dr.-Eric Beckjord, Director of the office of Nuclear Regulatory Research, provide before the February ACRS meeting (February 8-10, 1990) a summary of how RES resources are allocated to "research" and nonresearch activities.
Dr. Siess also requested information on-what j
safety / regulatory problems the!research program has solved.
Dr.
Beckjord referred members-to the annual report (January) which d'
addresses program accomplishments.
FUTURE AGENDA The Committee agreed-to the tentative schedule for the January 11-13,-
-1990, ACRS meeting as shown in Appendix A.
