SUMMARY

OF NRC-NUMARC MEETING TO DISCUSS PROPOSED RESOLUTION OF'NRC COMMENTS ON PROPOSED NUMARC SCREENING METHODOLOGY LICENSE RENEWAL REPORT Ca May 31, 1990, the staff met with representatives of NUMARC to discuss the proposed resolution of staff questions and comments on proposed NUMARC screening methodology contained in a NUMARC topical report submitted October 6,-1989.

During this meeting, NUMARC described how the original methodology had-been modified to account for more recent information on acceptable screening approaches presented by the staff at Commission and ACRS meetings on the proposed Part'54 rulemaking.

In addition, NUMARC discussed with the staff its' proposals for resolving staff comments contained in a letter from W. Travers to E.:Griffing dated February 7,-1990. A copy of the presentations made'by NUMARC are enclosed.

While the staff has deterniined that the proposed modifications of the NUMARC methodology are more consistent with the present staff's thinking concerning

-acceptable screening approaches, the staff notes that there are some areas where the proposed methodology continues to differ from the proposed criteria

- contained in the Part 54 rulemaking.

The two principle areas where the staff and NUMARC currently disagree are the definition of an established effective program-for license renewal and in'the scope of equipment important to license renewal. The NUMARC proposals for the requirements of established effective programs provide much greater latitude in creditingslicensee programs where specific program elements important for t

license renewal may not have been reviewed and accepted by~the staff. NUMARC also presented proposals for the identification of structures, systems ano components which contain one category which appears to significantly limit the plant structures and systems important to. license renewal to only those necessary to satisfy a very small group of specific regulations. ' Recognizing that the the rulemaking process, the staff will not be able to approve any NUMARC-

}dd requirements for these specific topics are still undergoing revision as part -of proposed screening methodology until the definitions and screening criteria

used within the NUMARC report are judged equivalent to the specific requiremants t(

contained in the rule on license renewal.

Given the, substantive nature of other proposed changes to the NUMARC screening methodology, report previously received and recognizing that there are some issues that will-remain unresolved pending action on the final rulemaking, the staff recommended that NUMARC revise the screening methodology report consistent with the NUMARC presentation and to resubmit the revised report for staff review.
