l-Commissioner Remick's comments on SECY-90-104.

L I approve the staff's recommendation to evaluate the IPE results as a whole and summarize any-conclusions and recommendations for-the Commission at the completion of the IPE. review process..

However, I do not think that the staff's proposal goes far enough.

p I appreciate the limitations on the use of the anticipated IPE l

results for making direct comparisons with the safety Goals' quantitative risk objectives.

However, I agree with Commissioner Rogers' desire that we optimize the information provided from the

unique IPE program.

Therefore, like Commissioner Rogers, I would like the staff to explore alternative possibilities of utilizing and integrating the vast information from the IPEs as well as other information produced from NUREG-1150, other existing PRAs, and those being developed by other programs (e.g., source term efforts, containment improvement programs, etc.).to gain insights into whether the past use of our reculations has produced an ensemble of LWR nuclear power plants that appear to meet the Commission's Safety Goals objectives.

I also believe that such data may be valuable for use in other Commission activities (e.g.,

incident i

response center).

The staff should explore the range of options and resource implications identified as a result of the above effort for Commission information and consideration.
