Dear Sir or Madam:
A revision is hereby proposed for the Penn State Breateale Reactor (PSBR)
Technical Specifications.
Effective 29 June 1990, Hr. Ira B. McMaster will r'stire from his present position as Deputy Director of the Breazeale Reactor. Upon his departure, the organization will be modified such that the deputy Director position will no longer exist; duties will be divided r.nong the Manager of Operations and Training, the Manager of Engineering Services, and the Administrative Aide. The Manager of Operations and Training will be responsible for reactor operations and compliance with the provisions of license R-2. Mr. Terry Flinchbaugh will hold the position of Manager of :
Operations and Training; he meets the qualifications of Level 2 as stated in ANSI /ANS 15.4-1977.
This organizational change requires changes to pages 41 and 42 of the Technical Specifications. Revised pages incorporating the proposed changes I are attached.
An exemption of fees for the licensing action is requested under the provisions of 10 CFR Part 170.11 (a) (4).
