PJERIOD OF PERFORMANCE June 1, 1990 through August 31, 1990.

BACKGROUND As stated in Section C.1.1 of the basic contract, the purpose of a Safety System Functional Inspection (SSFI) is to examine a selected safety system that has.been modified since the issuance of the operating license to verify that the system will perform its 4:

intended safety function.

During an SSFI, the NRC-assesses the functions of and the operational readiness of the selected system.

The NRC has decided to conduct a SSFI of the essential service water system at D.C.

Cook, Units 1 and-2.

Specialized technical assistance in nuclear power plant operations and maintenance is required.

OBJECTIVE The objective of this task order is to obtain specialized technical expertise in nuclear power plant operations and maintenance to assist an NRC inspection team in the performance of the subject Safety System Functional Inspection as detailed in the following work requirements.

WORK REOUIREMENTS AND SCHEDUL_E The contractor shall provide the services of two specialists in nuclear power plant operations and maintenance systems design engineer to perform the work specified below.

REPORTING REOUIREMENTS Technical Reports At the completion of Task 1,

the contractor specialists shall provide inspection plan input to the NRC Team Leader as specified in Section F.3.l(a) of th'a basic contract.

The format and scope of this input shall be as provided by the NRC Team Leader.

During the course of the on-site inspection (Task 2),

the contractor specialists shall provide daily reports to the NRC Team Leader as specified in Section F.3.l(b) of the basic contract. The format and scope of these reports shall be as provided by the Team Leader.

At the completion of Task 3 (prior to the inspection team's exit meeting with the licensee),

the contractor specialists shall provide a draft inspection report input to the NRC Team Leader as specified in Sections F.3.1(c) and F.3.l(d) of the basic contract.

The format and scope of this input shall be as provided by the Team Leader.

Typically, this input will consist of a handwritten summary of the specialists' inspection activities and findings, and will be used by the Team Leader to prepare for the exit meeting with the licensee.

At the completion of Task 4,

the contractor specialists shall

. submit a final inspection report input in accordance with Sections F.3.1(c) and F.3.l(d) of the basic contract that incorporates the NRC's comments on the draft report.

All technical reports shall be delivered in accordance with Sections F.3. l(e) and F.3.l(f) of the basic contract.

Monthly Business Letter Reports The contractor shall provide monthly progress reports as specified in Section F.3.2 of the basic contract.

MEETINGS AND TRAVEL For planning purposes, the meeting and travel requirements are as follows:

One two-person, two day trip to NRC Headquarters, Rockville,

-Maryland, to prepare for the subject inspection (Task 1).

One two-person, 12 day trip to the D.C. Cook plant site (located near Benton Harbor, Michigan) to participate in the subject inspection (Task 2).

Documents and other materials required to perform the inspection will be provided at the plant site.
