SECY-90-137 - PROPOSED. CRITERIA TO BE USED IN i

DETERMINING WHEN INDUSTRY PROGRESS IN THE AREA OF MAINTENANCE WOULD BE SUFFICIENT TO OBVIATE-1 A NEED FOR RULEMAKING This is to advise you that the Commission (with all Commissioners agreeing) has no objection to the general criteria proposed by the staff for assessing industry progress in maintenance and determining the need to proceed with rulemaking.

Certainly, all available information should be considered in the evaluation of the status of maintenance; however, caution should be used in the evaluation of performance indicator and the Maintenance Effectiveness Indicator data.

Other factors may also influence the Commission's final determination on this issue.-

These include:

1)

The ability _to. enforce maintenance programs or 6

standards; 2)

The presence of a strengthened commitment by.the industry for monitoring equipment performance to identify problematic components / systems / functions, conduct of root cause analysis, tracking of corrective action and feedback of information into the maintenance program; and 3)

Provision of a mechanjsm for NRC to verify program effectiveness.

While the Maintenance Team Inspections provide a valuable input to the current status of maintenance, the intense resource

commitment precludes their use as a continuing method of assessment.

Commissioners Roberts and Curtiss do not see any need to deviate from the original due date of June 8, 1991 for the staff's recommendation on the need fo.e a maintenance rule.
