The current fee provisions for materials licensees were developed over a number of years and have withstood the various tests and challenges that have arisen over that period of time.
While tt le provisions might require some effort to administer, they
.e very effective in the degree to which they tie fees charged to actual regulatory services rendered -- an important objective that Congress has repeatedly emphasized in recent license fee legislation.
The staff's proposal would constitute a move away from that principle.
Because of this, and because the current
. provisions appear to be adequate, I would retain our current materials license fee approach.
