SECY-90-147 - ALTERNATIVES FOR ASSESSING MATERIALS LICENSE FEES UNDER 10 CFR 170 This is to advise you that the commission (with Commissioners Carr, Roberts, and Curtiss agreeing) has disapproved the development of a plan to implement the proposed Alternative 3 which would bace license fees for material licensees cn1 the average licensing and inspection costs for the full term of the license.
Commissioners Rogers and Remick while expressing reservations, would approve the staff plan.
The Commission has not been persuaded that the proposed changes are needed or would benefit the licensees.
Nor is the means for saving approximately 2 FTEs clearly demonstrated.
The current-fee provisions for material-licensees were developed over a number of years and have withstood the tests and challenges of time.
Also, while these provisions might require some effort to administer, the current program is very effective in relating fees charged to the regulatory services rendered, which is an important objective in recent license fee legislation in Congress.
If the staff'can find a less resource intensive method for administering the current program, they should pursue it, keeping the Commission informed of the progress.
