PUBLIC MEETING REGARDING THE CALVERT CLIFFS' PERFORMANCE IMPROVEMEllT PLAN In December 1988, the U.S. Nuclear Regulatory Consission (NRC) categorized

.the Calvert Cliffs Nuclear Power Plant, Unit Hos. I and 2, as plants requiring-close NRC monitoring. As a result of that action, in April 1989. Baltimore Gas and Electric Company (BG&E) submitted a report to the NRC entitled, "Calvert Cliffs Nuclear Power Plant Performance Improvement Plan," (PIP).

The PIP provides an overview of BG&E's assessment of changes necessary to effect improved performance.

It also outlines the underlying root causes associated with the decline in performance at Calvert Cliffs and discusses the corrective acticns BG&E believes are needed.

In July 1989, BG&E submitted a second document to the NRC entitled, "Calvert t Cliffs Nuclear Power Plant Performance Improvement Plan Implementation Program,"~(PIP-IF). This second report contains the detailed plans for implementing the aorrective actions outlined in BG&E's PIP. The PIP-IP.has been revised twice since it was originally issued. Revision 1 was issued in March 1990 and Revision 2 was issued in April 1990.

The NPC_is in the process of reviewing these documents.

In the interest of affording members of the public an opportunity _to participate in the review process, the NRC has scheduled a meeting to receive public comments on these documents. This meeting is scheduled for June 27, 1990, from 7:00 p.m.

to 9:00 p.m. at the Foliday Inn, Solomons, Maryland.

To facilitate public review of these documents, I understand that you have agreed to maintain a copy of these documents in a location which would allow access to them by members of the public. Therefore, enclosed you will find a copy of BG&E's PIP and PIP-IP (updated through Revision 2).

Public notification of the meeting will be made through local area newspapers.

Your library will be identified as one of locations at which these documents are available for public review.
