Dear Mr. Freedenberg:

I have received your lecters'of February 16, 1989, in which you note your-intention to grant licenses for the export of supercomputers to Brazil and Israel unless the NRC has a convincing argument otherwise.

You indicated that the

. interagency Subgroup-on Nuclear Export Coordination (SNEC)-has been unable to reach'a consensus, either for approval or denial of the applications.

While NRC is concerned about the-potential proliferation implications of all proposed exports' reviewed by the SNEC, we defer to the views of the other SNEC agencies on matters'such as computer export applications for non-nuclear end uses in-

- view of NRC's lack of special expertise in these areas.

Accordingly, the Commission takes no formal position.of approval or denial on these cases ano defers to the-consensus of-the Executive Branch agencies.
