SUBJECT:
REVIEW OF COMPUTERIZED CONTROL SYSTEM We have completed our review of your safety analysis prepared pursuant to 10 CFR 50.59 that supports the installation of a General Atomics (GA) i computerized control system on the Armed Forces Radiobiology Research Institute (AFRRI)TRIGAResearchReactor. This safety analysis was submitted by letter dated July 5, 1988.
The staff has reviewed the safety analysis and has determined that installation of the computerized control system requires an amendment to the Technical Specifications to add the watchdog timer scram and associated operability and surveillance requirements. The staff also determined that an unreviewed safety question exists because of the potential vulnerability or susceptibility of the new control console in the areas of single failure, environmental and seismic qualifications, surge withstand capability, electromagnetic inter-ference, failure modes and effects, safety system reliability, error detection, independence, and software failure which might compromise its ability to present accurate information to the operator and to provide scram signals when required.
Therefore, the computerized control system cannot be installed under 10 CFR 50.59.
On April 30, 1990, AFRRI submitt % pursuant to 10 CFR 50.90, a request to
-amend the Technical Specifications for the TRIGA reactor to include instal-lation of the computerized control system. We are proceedir.9 with our review of the proposed technical spidifications and require that your 10 CFR 50.90 submittal reference the July 5,1988 safety analysis submittal.
