Dear Secretary Vietti-Cook,

We write to request that the Nuclear Regulatory Commission (NRC) extend the public comment period for the license transfer application of the Indian Point Energy Center (IPEC) by Entergy Nuclear Operations to Holtec Decommissioning International, LLC from thirty day to sixty days. We also ask that the NRC hold a local public hearing regarding this application.

Separately, we are asking Holtec to make a public presentation for a general County audience to answer.

community questions regarding its decommissioning proposal. Westcl:1ester County will offer to host the event at the County Center in March. This is not to prejudice any consideration by the NRC of any petition by any government entity or other party for the opening of a hearing pursuant to Nuclear Regulatory Commission regulations set forth in 10 C.F.R. § 2.105.

The short and long-term impacts of a license transfer for decommissioning purposes will be very significant economically and environmentally to Westchester and the surrounding area. Thirty days is simply an insufficient public comment period for a proposal that is complicated, technical and will have repercussions for generations.

The size and scope of the project, limited experience with decommissioning plants of this size, uncertainties regarding the transportation, storage, and disposal of radioactive material, impacts on the local economy, the level of financing required, and the myriad questions local communities have raised regarding a project of this magnitude more than justify the need for an extended public comment period and a local public hearing.

It is essential that the people most directly impacted by the application - employees, businesses; residents and their elected representatives - have an opportunity to be heard. We believe that an adequate public comment period and a local public hearing are essential components of the NRC's regulatory and oversight responsibilities.

We also believe that Entergy and Holtec must be transparent and responsive to community questions and concerns.

We appreciate the NRC's consideration of this request for a 30-day extension of the public comment period, and local public hearing regarding this application..
