The use of IPE results to make direct comparisons of individual or aggregate plant risk to the safety goal is, in my judgment, impractical at this time, for the reasons cited by the staff in the subject SECY paper.

I would, however, agree with I

Commissioner Rogers that we have not yet fully explored the various ways in which.such a comparison might be undertaken.

For this reason, I would concur in the recommendation of Commissioners Rogers and Remick that the staff submit for our consideration a paper identifying the options for evaluating plant safety in the context of the safety goal policy.

In order to ensure that the staff has the benefit of the IPE reviews, I would recommend that this paper be submitted at the conclusion of the IPE review process.
