K The Rancho Seco license would not have-to be amended if DOE participated in the 1
form of providing support and technical aovice to the Licensee.
SMUD has the latitude to contract with DOE and other organizations to perform work in an R&D effort in connection with decommissioning in the plant under the existing operating license. As the licensee for Ranc.ho Seco, SNUD would remain res-l-
ponsible for the provisions in the license during plant dismontlement.
The obligation to conform to NRC requirements would remain the responsibility of the Licensee.- If the scope of work proposal by SMUD or its contractors con-l flicts with the license provisions, or if DOE participated in another manner, L
L such as undertaking control and responsibil_ity for assuring radiological safety or taking ownership of the plant, then SMUD would be required to seek amend-ments to the license before proceeding with the work.
