MR. FAZIO: Would immediate dismantlement of R.nicho Seco provide an opportunity for the NRC to develop specific guidelines, rules and regulations to better determine for the nuclear industry the cost of decomissioning?

CHAIRMAN CARR:

The NRC has already established a comprehensive framework of regulations and.

regulatory guidance for decomissioning funding.

Current NRC cost estimates and funding requirements for decommissioning are based upon'a series of detailed generic studies performed by Pacific Northwest Laboratory. They are considered to be reasonable approximations of the range of decommissioning costs. To improve deommissioning cost estimates for large nuclear reactors and help ensure that funding arrangements remain adequate, NRC is sponsoring continued research programs to update and refine existing decommissioning cost estimates.

Dismantlement of Rancho Seco would result in a considerable amount of addi-j tional cata on decommissioning costs, which may help improve existing; cost estimates. For example, sectioning of a used' reactor pressure vessel made of-thick steel is a process for which there is extensive laboratory experience but no previous real experience. Therefore, reactor vessel sectioning, if performed, could provide additional data for use.in either corroborating or sharpening our existing cost estimates for this activity.
